The Central Housing and Planning Authority (CH&PA) has issued a Contravention Notice directing the immediate cessation of operations at an unauthorised supermarket located at Lot 22, part of Area “L” known as Bel Air Village, Plantation Bel Air, Georgetown. In a statement on Monday, the authority said the notice was issued in accordance with Section 22 of the Town and Country Planning Act, Chapter 20:01, following findings that the supermarket was established and operated without the required planning permission.

According to CH&PA, the commencement of the non-residential activity was in breach of national planning regulations and contrary to the provisions of the Town and Country Planning Act. The authority noted that Kamoul Ramdial, the individual associated with the development, is fully aware of the process for applying for planning permission through the Single Window portal for non-residential developments. While an application was submitted on October 21, 2025, CH&PA said it failed document validation and was therefore not approved. CH&PA reiterated that all industrial, commercial and other non-residential developments are required to obtain formal planning approval before construction or operation. This requirement, the Authority said, is intended to support orderly development and protect surrounding communities. The CH&PA reaffirmed its commitment to enforcing the law and maintaining compliance with the national planning framework. It also stated that it remains willing to work with businesses and developers who follow due process and meet all regulatory requirements.
