The Criminal Investigation Department (CID), now under the astute leadership of Crime Chief Wendell Blanhum and the Investigative team must be complimented for the crime solving strategy which has so far been very successful. What is needed now is a more proactive approach to minimise the commission of crime. This can only be made possible by effective, well-trained intelligence unit capable of: Infiltrating criminal gangs; recruiting and managing informants; and having undercover agents operating in every Police division who are not known to the Police in the division and who use the cover of barbershops, bars, newspaper vendors, insurance salesmen, fishermen, beggars, prostitutes and establishment of a store that buys items with the aim of recovering stolen items.
The major responsibilities of the unit should be to elicit, process and supply information on criminal matters, advise the Police on issues involving strategic decisions and advise them on issues relevant to tactical decisions. The Intel Unit should also endeavour to expand and reorganise the unit’s base on crime so that it can be manipulated in a variety of ways. First and foremost this will mean the setting up of functional files on businesses, city sectors, travel patterns of known hoodlums and cross-referencing them to existing biographic files.
Employ such specialists as economist, accountants, attorneys and even system analysts. An improvement in analytic potential is not something easily measurable, particularly in a field such as organised crime. Intel agents should not be recruited from among serving ranks, but from the civilian population.
I recommend that the present Government be approached with the aim of having the MOSAD, the world’s finest intelligence agency to train Intel operatives.
The modus operandi of the criminal underworld is to outfox and outgun the Police with the aim of causing terror and possibly destabilising the new Government who they see as a threat to their existence.
Intel suggests that the criminal underworld has successfully infiltrated the lower echelon of the law enforcement agencies and through our borders, has managed to smuggle in high powered rifles from Venezuela unchallenged. It is also common knowledge that the criminal underworld has in their ranks highly trained former members of the GDF Special Forces, Intel and Police ranks, which makes the current situation reasonable and warrants urgent and decisive action in order to eliminate this imminent threat.
