Guyana to implement RBM system to manage performance

As a member state of the Caribbean Community (Caricom), Guyana, like other states, has been struggling to manage its regional performance and to let the general public know how well the country has performed in a specific area.
As such, a gender-sensitive Results-Based Management (RBM) system is currently being developed to mend the loopholes.
On Monday, Deputy Secretary General of Caricom, Manorma Soeknandan told the media that the new initiative will see key stakeholders, such as Government agencies and the Private Sector, being engaged to spread awareness on the RBM.
She said, “This system is supposed to minimise or I would say even get rid of the so-called implementation deficit that we have in our community”.
The Caricom official stressed the importance of having such a programme implemented as many times persons claim not to know what areas monies are being spent on and why.
Soeknandan explained that the format of the RBM structure will be similar to that of a bank statement which will outline the cost of a project, timeline and areas of target among others.
“Instead of the person’s name, that’s the project or the programme. This is what you’re supposed to do, this is how much in the end (or) the result that you want…now this activity, this action, this result, if you take that on a national level, that becomes a member state’s dashboard,” she expounded.
The Caricom Deputy Secretary General outlined the significance of the programme, saying that the public will benefit, as well as Ministries, Government and others as the software system will be available to the people.
By April month-end, an evaluation report of the performance management system will be uploaded for the public to see the goals achieved by Guyana in Caricom’s Strategic Plan for the years 2015 to 2019.
She was keen to note that countries will be held accountable if certain goals were not achieved. “And in case activities have not been conducted, who did not do what was supposed to be done. Because often people think that it’s the Caricom Secretariat, but the Caricom Secretariat is not the implementation body. Implementation takes place in member states…so if there is still implementation deficit in member states, you’re not doing what you’re supposed to do, it will have a backlash,” she cautioned.
