Hopes… and reality

Your Eyewitness thinks Pressie’s congratulatory message to President Lula winning his fourth term hits the right notes for our countries’ bilateral relations – regional integration, expanded trade and investment, and sustainable development. The question is how effective Lula’s gonna be in taking our present status quo into a higher gear!!
Let’s face it – Lula returns to office facing a very – deeply divided country and a Congress strengthened by right-wingers plus another defeated Bolsonaro who’s gonna be fighting him tooth and nail!! Not controlling the legislature, his government’s will be forced to horse-trade on every initiative!! So regional relationships gonna take second place to local Brazilian concerns like living costs, public services and insecurity!! Brazil’s rising public debt, expensive borrowing and rigid expenditure commitments will also leave limited room for new initiatives.
So what’s realistically attainable? The Linden–Lethem corridor already features in both governments’ integration agenda – especially the logistics and port facilities we’ve proposed for northern Brazilian exports!! This is win-win – and therefore, looking ahead, customs procedures, reliable transport, storage, sanitary approvals and competitive shipping arrangements matter as much as the infrastructure we gotta nail down!! Meanwhile let’s expose Guyanese firms to opportunities to export, process and supply services – and goods like rice!!
Increased regional integration gonna be tougher since Lula’s relationships with Washington and China will be challenged!! Lula’s relationship with right-wing Argentina suggests he may have the dexterity to walk- not dance! – between the raindrops!! Tariff negotiations are already intertwined with Washington’s interest in Brazilian critical minerals and reducing dependence on China. Lula’s gonna have to defend Brazil’s freedom to maintain its major international partnerships – while preserving access to American markets and investment!! Might give us some pointers!!
An uninterrupted confrontation is far from inevitable since Trump and Lula have maintained “friendly” direct contact over trade!! Their disagreements coexist with incentives to reach bargains. We should prepare for a “hold me; loose me” relationship there – rather than assume either permanent hostility or any easy reconciliation!! We’re gonna have to present cooperation with Brazil as serving concrete national and regional interests – while retaining our judgement on security and foreign policy!!
“Sustainable development” means insisting on environmental safeguards, consultation and transparent procurement into investment decisions from the beginning!! Otherwise, “sustainable” risks becoming the ceremonial adjective attached to whatever governments already intended to build and we lose credibility to lead global efforts here!!
We just gotta manage our expectations since Lula’s victory preserves a receptive partner in Brasília but we gotta translate that goodwill into projects with commercial logic, shared benefits and financing that can survive Brazil’s domestic constraints and Washington’s external pressure!!
The congratulatory message opens the door – patient, practical diplomacy must carry the relationship through it!!

… for Machado
Meanwhile continuing down the regional front, your Eyewitness thinks Machado’s return in Venezuela improves their democratic prospects – with the likeliest immediate outcome a struggle over terms and timing of elections!! The crowds welcoming her last Sunday demonstrated her continuing ability to mobilise supporters after a year abroad!! That’s gonna make it harder to conduct negotiations over Venezuela’s future – while keeping its principal opposition leader on the sidelines!!
Your Eyewitness sees three obstacles ahead for Machado – who he favours since she supports an ICJ settlement on the Border Controversy!! Firstly, Devious Delcy gotta concede on an elections date, credible electoral arrangements and no results manipulation – like Mad Maduro’s!! Secondly, the US may prefer to go with the known Delcy that a Machado variable. She therefore gotta convince the US that democratic legitimacy is essential to lasting stability – by building impressive domestic strength!!
Lastly, Machado gotta turn mobilisation into a broad democratic settlement with government and military personnel!!
By convincing them political change needn’t mean collective punishment!!

…for recovery
Your Eyewitness has steered clear from commenting on yesterday’ Sanction Man’s purported press conference as the LOO. He confesses he gotta control a serious attack of the giggles before he trusts himself to put fingers on keyboard!!
