Lowenfield guilty of fraud, malfeasance in public office

On June 23, acting in contravention of the Guyana Court of Appeal’s three-day Order of Stay, Keith Lowenfield, the Chief Elections Officer, submitted another of his versions of the results of the March 2, 2020 General and Regional Elections. The barefaced report presented a fraudulent tabulation of the March 2 election results. In the report, the CEO arbitrarily allocated just over 170,000 votes to APNU+AFC and 167,000 for the PPP, giving APNU+AFC 33 seats, the PPP 31 seats, and one seat was allocated to the small parties.
This latest version of the results by Lowenfield has no resemblance to the real results of the elections. The report was presented even though the Court Order prohibited Lowenfield from so doing. The same Lowenfield failed to present his report when ordered by the Chair of GECOM last week; thus Lowenfield presented a report when not required to, and refused to do so when obligated to do so.
The report varied from the results of the March 2 elections, which were reaffirmed in a recount three months later. In both the original count of the votes and in the recount, the PPP obtained more than 233,000 votes, and APNU+AFC 216,000 votes. The June 23 Lowenfield manipulation presented APNU+AFC as the winner of the elections, but just last week, the same Lowenfield presented another fake report in which he allocated 56,000 votes to the PPP. In that report, the results presented by Lowenfield meant that APNU+AFC would have had 44 seats.
It is outrageous that in a two-week span, Lowenfield presented two wildly different reports, which were even more wildly different from the real results in the Statements of Poll and in the Statements of Recount.
The very same Lowenfield had, on March 14, actually submitted another report based on results that included the fake Region 4 tabulation prepared by Mingo. In that report, he claimed APNU+AFC won the elections, giving APNU+AFC 33 seats with a vote count of more than 237,000 votes. On June 12, he had presented the vote count from the Recount, which was dramatically different from the Lowenfield first report on March 14, second report on June 12, and third report on June 23.
More than 460,000 Guyanese voted on March 2. Each of these citizens voted once, and more than 5,000 GECOM staff, persons handpicked by Lowenfield, attested on E-Day that real people showed up to vote. More than 5,000 representatives from twelve political parties also attested they saw 460,000 Guyanese vote that day. More than 2,000 local and international observers attested the same. Not once on E-Day did we receive any report of ghosts or phantoms at the polling stations. That day and days after, David Granger and other senior members of APNU+AFC; the other political parties, including the PPP and the new parties; and every international observer group reiterated the smooth and free and fair process from E-Day.
The people who voted were verified as legitimate voters, their names were on the list, their pictures were on GECOM’s folio that everyone in the polling stations had, they had their ID cards, they voted once, and they had their fingers inked, but Lowenfield has presented multiple reports with different results. The original count and the recount, both are consistent with the fact that 460,000 people voted once each time, and both showed the same results for all parties. How then could Lowenfield get different results? It is jiggery-pokery. It is fraud. It is highway thieving.
Clearly, Lowenfield is not a one-man rigging cabal. The fact that 115 days later, after two counts, after multiple court cases, Lowenfield is still working from a witch’s brew, spewing fake results, hoping one will stick, is proof that he is not a lone rogue in this despicable attempt to thief an election.
At no time has Lowenfield presented proof of jumbies voting, no evidence that Guyanese who were out of the country on March 2 voted, but he is using jumbies and phantoms to arbitrarily discount real votes. Clearly, he has enablers within GECOM and in APNU+AFC.
The time has come to say enough is enough. The time has come to act. Lowenfield is guilty of fraud. Lowenfield is guilty of malfeasance in public office. If Guyana gives Lowenfield a pass for this fraud, this malfeasance in office, then this will become a habit in Guyana. Guyana must put a stop to this crime now. The Chair of GECOM must act resolutely to harness a runaway crime. Lowenfield has gone rogue in trying to thief the elections for APNU+AFC, and he is doing it in plain sight. The world has spoken against this jiggery-pokery. GECOM officials must act immediately to stop a GECOM officer from poking them in their eyes and letting them and the country know that no one can stop him. Well, enough is enough, time to stop him.
