The Georgetown Mayor and City Council (M&CC) had employed unqualified individuals under the mayorship of Patricia Chase Green to serve in key positions at City Hall.

This was according to the current Mayor of Georgetown, Ubraj Narine on Wednesday at a press conference. He also bemoaned the operations of the Council’s Human Resources (HR) Department.
According to Mayor Narine, while Chase Green served as Mayor, the HR Department hired her friends and family who had no qualifications or certificates. For example, he said that records showed that a Clerk I who was employed effective December 5, 2017, was not qualified for the position.
He disclosed that when he perused the employment record of the Clerk I, “nil” was printed in the certification/qualification column. Mayor Narine queried, “Is Madam Greene aware of that? Who employed these people? The Local Government Commission (LGC)? I don’t know…

“The former Mayor needs to admit these things, they are in the records. If I see something wrong, I will talk freely. I have no apology to make. I am answerable to the public.”
He disclosed that upon his appointment as Mayor of Georgetown, he had written to the LGC asking for an investigation to be launched into the Council’s HR Department.
However, Narine said that the LGC responded to his letter stating that the Council should form its own committee and conduct the investigation. He stated that when he took over the Council, several departments, including Human Resources, had no policies.
“The HR Department has no policy. They were using the labour Laws but it was an outdated one. And I am sure the HR is still using it. I wrote the Chief Labour Officer then, I bring it to the attention of this Council. I don’t know if the HR Department implemented it. I wrote to the LGC.”
He also called out Chase Green for a number of wrongdoings, including the controversial parking meter deal, the awarding of contracts without any proper documentation and the leasing of lands without approval from Council or payment.
