Top Cop urges TSU ranks to lead by example in their communities

Commissioner of Police Clifton Hicken urged ranks of the Tactical Services Unit (TSU) to lead by example within their communities, reminding them that their influence extends to youths and vulnerable groups who often look to law enforcement officers as role models.
In this regard, he urged members to actively engage young people through positive initiatives focused on mentorship and youth development.
He encouraged ranks to view themselves not only as policemen and women but as ambassadors of the Guyana Police Force (GPF) within their respective communities.
The Commissioner delivered these remarks during the TSU Annual Awards Ceremony and Christmas Luncheon held on Friday, December 19, 2025.
The GPF report also noted that in addressing the ranks, Commissioner Hicken emphasised that while the TSU is widely recognised for its tactical expertise and readiness to respond to high-risk situations, its members also carry a responsibility beyond operational duties. He underscored the importance of professionalism, discipline and positive engagement with citizens, noting that the conduct of TSU ranks both in and out of uniform directly shapes public perception of the Force.
Commissioner Hicken also commended the TSU for their dedication and sacrifices, acknowledging the demanding nature of policing and the commitment required to execute their duties effectively. He further noted that partnership remains the backbone of the Force’s policing efforts and highlighted the evolution of policing beyond enforcement toward nation-building and shared responsibility.
The Commissioner reiterated the critical role played by the Tactical Services Unit in the daily operations of the Guyana Police Force.

“The TSU is considered the salt of the Guyana Police Force, and without the TSU there is no flavour in the Force,” he stated.
He explained that despite the establishment of the Police Academy, the TSU continues to play a vital role in training, particularly in drills and musketry. As a result, he stressed that the unit must be comprised of disciplined and brilliant minds. He encouraged ranks to take full advantage of the educational opportunities available, especially as the Force continues its transition toward a more contemporary policing model.
The Top Cop also reminded ranks that they should see themselves as future leaders of the organisation, noting that he too once served within the Tactical Services Unit.
Speaking on the implementation of the force’s strategic pillars, Commissioner Hicken noted that the Guyana Police Force continues to advance the vision outlined in its 2022–2026 Strategic Plan, which focuses on modernising policing and strengthening public partnerships.
He further disclosed plans to establish a gym and library within the Tactical Services Unit to support both the physical and personal development of ranks. Emphasising the importance of health and wellness, the Commissioner encouraged members to prioritise healthy eating, regular exercise and physical fitness as essential components of operational readiness and career longevity.
Additionally, Commissioner Hicken highlighted the increasing presence of women within the Tactical Services Unit compared to previous years, describing the progress as significant and commendable. He acknowledged that despite policing being traditionally male-dominated, women continue to break barriers within the Unit and the Force at large and applauded their contributions as they continue to shatter the glass ceiling within the GPF.
The Commissioner concluded by extending best wishes to all ranks for a safe and enjoyable festive season.
