Agencies developing spending plans as preparations for Budget 2027 get underway

Preparation is underway for Guyana’s 2027 National Budget, with Ministries, Government agencies and other public sector entities now developing their spending plans and project proposals for consideration. This was stated by Senior Minister in the Office of the President with responsibility for Finance, Dr Ashni Singh, during a recent televised interview where he related that agency have already begun submitting their proposals to the Ministry of Finance as part of the initial stages of the budget process. “We’ve sent out the budget circular for Budget 2027. Agencies have already started developing and preparing their budget submissions; they’re articulating their plans and identifying the projects that they would like to do…” Dr Singh added. According to him, the submissions will be reviewed, assessed and consolidated by the Ministry of Finance before further consultations are held with ministries, sectors and other key stakeholders.

“So, we are very much in the relatively early stages, but we’re very much in the process of budget preparation. I can tell you that all of the agencies are preparing their budgets for 2027, which will then come to the Ministry of Finance, and will then be consolidated and reviewed. We will also have several rounds of discussions with the respective agencies, with the respective sectors, and with other stakeholders, which will then, of course, ultimately lead to Budget 2027.”
The process is intended to ensure that proposed programmes, projects and expenditures are carefully examined and aligned with the Government’s broader development priorities. The consultations will form an important part of the preparation process, with the Ministry of Finance expected to engage stakeholders on their respective needs, priorities, and proposed allocations before the final estimates are compiled.
The 2027 Budget will ultimately be presented to the National Assembly following the completion of the review and consultation process. In January 2026, Dr Singh presented a whopping $1.558 trillion budget to the National Assembly. During his presentation on January 26, Dr Singh underscored that Budget 2026 is “firmly grounded in the 2025 Manifesto which we presented to the Guyanese People last year, and on the basis of which we scored the landslide victory we won at the 2025 General and Regional elections.” Moreover, he noted that Budget 2026 is entirely and fundamentally about the Guyanese People. “At its core – throughout all of its policies, programmes, projects and initiatives – are choices aimed at ensuring that the interests of the Guyanese People – all of the Guyanese People – are protected and served. In particular, its aim is to ensure that everything we do as a Government result in an identifiable improvement in Guyanese lives or in an identifiable creation of opportunity for Guyanese nationals,” he added.
