Did collusion and complicity play a part?

Dear Editor,
It is reported that sand is being removed from a popular beach in Berbice by a contractor to fulfill the demand of an internationally funded project (“Contractor accused of taking sand from Number 63 Beach for project” GT May 13).
From indications, it appears that the accusations are true, since the contractor has promised to return the sand, and has repaired a section of the damaged area.
It boggles the mind how this could have happened without collusion. Further, the claim by the engineer who lives along the beach entrance is ludicrous, and could be seen as not having the best interest of the region, and raises the question of complicity.
