Draft modernised Public Service Rules expected early 2027 – Min Ally

The Government of Guyana is advancing work on the modernisation of the country’s Public Service Rules, with a draft expected to be ready for discussion in early 2027.

This was relayed by Public Service and Government Efficiency and Implementation Minister Zulfikar Ally during a recent interview with the Department of Public Information (DPI). The review will modernise public service rules in place for nearly four decades, dating back to 1987.
Ally noted that significant progress has been made since work on the modernisation process began, including the establishment of a steering committee shortly after the new term commenced.
“We have made significant headway in the Public Service Rules modernisation. A steering committee has been established, and that has been established was one of the first things we did after the new term in office,” he said.
The committee has since undertaken extensive work and submitted recommendations which the Government is analysing. The next phase will involve consultations with key stakeholders before the draft rules are finalised for wider discussion.
“We are now going out to consultations with stakeholders, and we expect that early next year we should be able to have the draft rules ready for discussion,” Minister Ally explained.
The initiative forms part of the Government’s wider programme to modernise the public service and strengthen the systems governing its operations.
Over the past year, the Ministry has also placed greater emphasis on capacity building, customer service and digital transformation as it works to create a more efficient and responsive public service.
Approximately 3481 public servants have been trained by the Ministry. These areas include customer service, professionalism and ethics, ICT literacy, project management, and digital transformation.
The review of the Public Service Rules is expected to complement these wider reforms by updating the framework that guides the public service’s operation and management.
