The Guyana Civil Aviation Authority (GCAA) has signed a Memorandum of Understanding (MoU) with the Uganda Civil Aviation Authority (UCAA) to strengthen technical cooperation, knowledge sharing and civil aviation regulatory standards between the two countries.
The agreement, signed on Thursday, establishes a framework for collaboration in areas including aviation safety oversight, aircraft certification, personnel licensing and training, aerodrome management and airworthiness.
It also provides for cooperation on State Safety Programmes (SSP), Safety Management Systems (SMS), institutional strengthening, human resources development, and the regulation and economic oversight of air transport.
The MoU was signed by GCAA Director General Lt Col (Ret’d) Egbert Field, A.A. and UCAA Deputy Director General Olive Birungi Lumonya.
Under the agreement, the two authorities will exchange information and expertise and may deploy technical experts and instructors for training and technical missions.

They will also collaborate on studies and other initiatives aimed at supporting the development and management of civil aviation systems in both countries.
The GCAA said each initiative will be supported by resources and personnel as mutually agreed by the two authorities.
Field said the partnership would support efforts to improve aviation safety and operational standards in Guyana and Uganda.
“This collaboration paves the way for improved aviation safety and operational excellence. Through this MoU, we are taking decisive action to raise the bar for civil aviation in both Guyana and Uganda,” he said.
The agreement also establishes provisions governing confidentiality and intellectual property, with both authorities required to conduct activities in accordance with their respective national laws and regulations.
Any differences in the interpretation or implementation of the agreement are to be addressed through consultation.
The Guyana-Uganda agreement comes as Guyana continues to expand international cooperation in aviation.
On Wednesday, Guyana renewed its Air Services Agreement with France and signed a separate Air Services Agreement with Panama. The France agreement, first established in 1976, was renegotiated to reflect current international standards, while the Panama agreement establishes a formal legal framework for air services between the two countries.
Guyana also signed an MoU with the Dominican Republic on September 30 covering cooperation in sustainable civil aviation and decarbonisation.
The agreements have been concluded against the backdrop of the Third Global Regional Safety Oversight Organisations and Regional Accident and Investigation Organisations Forum for Aviation Safety, hosted by Guyana in collaboration with the International Civil Aviation Organisation (ICAO) and the European Union Aviation Safety Agency (EASA). The forum brought together aviation regulators, investigators and technical experts from about 60 countries.
