How can there be DCB elections when the state suspended the cricket act?

On May 16, 2019 a petition was made to the Appeal Court by representatives of the Guyana Cricket Board (GCB), the Demerara Cricket Board (DCB), the Essequibo Cricket Board (ECB), the East Bank Demerara Cricket Association (EBDCA), the Eccles Cricket Board and Cricket Guyana Inc.

Those petitioners were GCB Secretary Anand Sanasie, DCB Secretary Lalta Digamber, ECB President Fizul Bacchus, EBDCA representative Rohan Sarjoo, and Eccles President Johnny Azeez.
They stood before the Honourable Madam Justice Dawn Gregory on May 30, 2019, and were successful in having an order directed to the following respondents/ defendants: The Attorney General, and the Minister of Culture Youth and Sport (now the Minister of Social Cohesion, with responsibility for sport).
That order prohibited the respondents from doing, taking, permitting, allowing, or executing any acts or steps; or causing to be done, taken, permitted, allowed or executed by the Executive of the State of Guyana under the provisions of the Guyana Cricket Administration Act No.14 of 2014, until the hearing and determination of the appeal challenging the constitutionality of the aforesaid Act on the ground and for the reasons that the provisions of the aforesaid Act are likely to contravene the appellants rights to:
1. Protection of property;
2. Freedom of association, as guaranteed by Articles 40, 141, 142 and 147 of the Constitution of Guyana;
(b) Any other or further Order as the Honourable Court may deem just.
(c) Costs
It was also ordered that, by consent, the respondents/ defendants be prohibited from doing, taking, permitting or executing any acts or steps to be taken or allowed by the Executive of the State of Guyana under the provisions of the Guyana Cricket Administration Act No.14 of 2014, until the hearing and determination of the summons.
It was further ordered by consent that the office bearers of the Executive Committee of the GCB elected at the Annual General Meeting (AGM) on January 29, 2018 be allowed to discharge the functions and duties of the GCB until the hearing and determination of the summons.
Since the state had suspended the Cricket Administration, the important consideration is: How can there be a meeting if this Act is suspended?
This DCB meeting is set to take place on Sunday August 11, 2019.
The matter for discussion has continued to raise many eyebrows, and the future of Guyana Cricket and Demerara cricket is considered a questionable one.
