M&CC to implement billboard policy

The Mayor and City Council (M&CC) have signalled their implementation of a billboard policy within the city of Georgetown for the year 2020.

On Wednesday, the M&CC expressed grave concern for the number of unlicensed billboards, banners, and posters erected around the City. The Council is particularly concerned for the utilisation of City spaces without their consent and further disregarding the current protocol to carry out such activities.
According to the entity, the City Engineers Department will commence an audit “to determine the number of signs erected, the nature of the information, duration of publication and persons responsible for erecting the signs”.
Currently, the Council is undergoing plans and proposing strategies to further elevate the infrastructural decor of the city.
In addition, the Council is set to meet with representatives from the Guyana Lands and Surveys Commission (GL&SC) in relation to the authority of the leasing of land to citizens. This is a current conflict, since both organisations claim to have the right to lease.
“With reference to the ‘Municipal and Districts Councils Act’ Chapter 28:01, part VIII, section 239 which says “A council may let any land which it possesses,” the Council strongly believes that they possess this authority. According to the ‘Guyana Lands and Surveys Commission Act 1999’ Part II: 4.1, the function of the commission is; (A) “to have charge of and act as guardian over all public lands, rivers and creeks of Guyana,” the Council stated.
