Citizens are collateral damage

Dear Editor,
The Chief citizen is miffed at suggestions of deliberate flooding in the city, but the Council, under whose management the city falls, must bear some responsibility for this.
Each time it rains this is the result. In this day and age, this unacceptable state of affairs ought to be a thing of the past.
To suggest though, flooding was a deliberate and calculated act is taking it too far. More like negligence and ineptitude. Of course, the city engineer department will offer the explanation it is hampered by lack of tools and equipment.
And the vicious cycle of flooding continues and citizens are collateral damage.
